National Handcuff Day - February 20th

National Handcuff Day is observed on this date because on February 20, 1912, George A. Carney received patent approval for modern-style swing-through handcuffs. His design helped standardize handcuffs as a safer, more effective restraint tool for law enforcement.

On this day, the Kennett Square Police Department would like to share how and why handcuffs are used in our community.

Handcuffs are a safety tool designed to protect officers, the individual being detained, and the public during certain encounters. Under our department policy, handcuffs (including temporary plastic restraints) may be used to restrain a person’s hands when an officer reasonably believes that level of restraint is necessary for safety. While handcuffing is recommended in many arrest situations, it is not automatic. Officers evaluate each situation based on the totality of the circumstances.

When applied:

• Handcuffs are typically placed behind the back unless circumstances require another method.
• When feasible, cuffs are double-locked to prevent over-tightening and reduce discomfort or injury.
• Officers consider alternative methods for individuals whose size or physical condition may require adjustments.
• Handcuffs are removed as soon as it is reasonable, including once a person has been searched and safely confined.

Training is an important part of responsible restraint use. Our officers receive periodic instruction on:

• Proper placement and fit of handcuffs and approved restraint devices
• Responding to complaints of pain
• Appropriate restraint options for individuals who are pregnant
• Safe restraint considerations for amputees or those with medical conditions
• Positioning individuals upright or seated to reduce the risk of breathing impairment

At the Kennett Square Police Department, our goal is always to balance officer safety, individual rights, and community trust. Handcuffs are one of many tools used thoughtfully and in accordance with policy, training, and the law.
