On 06/16/26, NEU met with a CI for the purpose of conducting a controlled cocaine transaction with a person the CI knew as "Peace" or "Lapeace." The CI communicates with "Lapeace" via voice call through "upshawtootie@gmail.com." NEU suspected this person was Lapeace UPSHAW. The CI advised that he/she usually calls Lapeace via the gmail account and orders an amount of cocaine, and Lapeace sends other people to make the deliveries. At NEU's direction, the CI placed a consensually monitored call to upshawtootie@gmail.com. A male voice answered the telephone and I recognized the voice as being that of Lapeace UPSHAW. The CI said, "Can I get a 60?" UPSHAW said, "Yeah, I'm gonna call him right now." Minutes later, the CI placed a second consensually monitored call to "upshawtootie@gmail.com." UPSHAW answered and advised that "he's on his way."
Seven minutes later, a white Chevy Impala registered to Michael WALLACE arrived. The CI met with WALLACE and conducted the cocaine transaction with him with the provided prerecorded money. The CI provided the cocaine to an NEU detective and advised that he/she just purchased it from "Mike." The Chevy Impala was surveilled as it departed and I was able to identify Michael WALLACE as the driver and only adult occupant inside the vehicle. WALLACE was then followed to a residence in the Borough of Jersey Shore where he met with a known person. That known person briefly dealt with WALLACE at his vehicle and then returned to the same residence. WALLACE was then followed back to Williamsport. This was eventually done in a black Ford Explorer that has the appearance of an unmarked police vehicle. NEU did not hide the fact that they were following WALLACE. In the area of Huffman Rd on SR220 NB, NEU observed WALLACE make an evasive left-to-right lane change in front of a tractor trailer, at which time NEU observed an object fly from the passenger side of WALLACE's vehicle and land on the berm. Minutes later, an NEU detective recovered the discarded item and found it to be a marijuana packaging bag containing $460.00 cash (plus $60.00 of prerecorded buy money).
NEU continued to follow WALLACE and eventually Lycoming Regional marked police vehicles stopped him on Lycoming Creek Rd at Aldi's, at their request. NEU approached the vehicle and detained WALLACE, who was the only adult inside the vehicle. The were three unrestrained children inside the vehicle with him. A detective moved the vehicle off the roadway with the two small boys and an infant inside. WALLACE's vehicle was impounded pending search warrant application.
A search warrant was executed on WALLACE's white Chevy Impala and $75.00 cash was seized from the center console; and $516.00 cash from a "Holiday Candy" marijuana bag was seized from the center armrest compartment.
On 06/17/26, NEU detectives met with the known person from the residence in Jersey Shore. The known person admitted that he/she received “a hundred dollars’ worth” of crack cocaine from Michael WALLACE on 06/16/26 when he stopped at his/her residence. He/she related that on 06/16/26, he/she called “the dude that he (WALLACE) works for……. his name is Lapeace Upshaw.” He/she advised that he/she asked UPSHAW, “hey do you got anything.” UPSHAW responded, “lemme call my dude.” Shortly thereafter, WALLACE called him/her from telephone number xxx-xxx-8481 and arranged for the cocaine delivery. WALLACE then arrived at his/her residence and provided him/her with one hundred dollars’ worth of crack cocaine. The known person paid WALLACE with a $100.00 bill. The known person related that he/she communicates with UPSHAW through his Facebook.com messenger “Lapeace Upshaw.” It should be noted that there was (1) one hundred dollar bill amongst the cash in the marijuana packing material thrown from WALLACE's car window on the previous date.
On 06/17/26, NEU met with a CI for the purpose of attempting a controlled $100.00 purchase of cocaine from Lapeace UPSHAW. Prior to my arrival, the CI had spoken with UPSHAW at NEU's direction and arranged for the transaction. UPSHAW requested that the CI send his girlfriend: Dominique MATHIS the $100.00 through Chime via telephone number xxx-xxx-2397 for the cocaine. NEU instructed the CI to send the money and agreed to provide him/her with $100.00 cash. UPSHAW told the CI that he would make the cocaine delivery after he was done at the grocery store. (The CI listed “groceries” on the Chime transaction). After the money was sent, the CI had numerous consensually monitored telephone calls and text messages with UPSHAW regarding his delivering of the cocaine. Eventually, UPSHAW indicated that WALLACE would deliver it. Hours later, and after numerous unanswered calls, neither UPSHAW or WALLACE delivered the cocaine, or returned the money.
A warrant was obtained for WALLACE and he was apprehended on 07/31/26. WALLACE was advised of his Miranda Rights and admitted that he conspired with Lapeace UPSHAW to deliver the crack cocaine, and that UPSHAW provides the crack cocaine that WALLACE sells.
