On Friday, June 21, 2019 at 1927 hours, York County Control (YCC) dispatched an Officer from the West Manchester Township Police Department to the intersection of School Street and Basswood Road for a motor vehicle accident. This Officer arrived on scene and he first made contact with the complainant. The complainant advised that he was traveling southbound on Carlisle Road and a Silver Chevrolet Truck made a left hand turn, onto School Street, in front of his vehicle and he was unable to stop before striking the said vehicle. The silver truck continued to travel on School Street but finally pulled over at the intersection of Basswood Road. The complainant stated that he got out of his vehicle and started to talk with the operator (later identified as Jordan Steven Stambaugh) but the operator became argumentative and he appeared to be intoxicated.
The Officer then made contact with Stambaugh and requested to see his identification. Stambaugh then located his Pennsylvania Driver’s License, which identified him as Jordan Steven Stambaugh. Stambaugh pulled his license out of his left front pocket and dropped it on the ground. Stambaugh bent over to pick it up and stumbled and almost fell over. Stambaugh stated that he was attempting to travel to his home. Stambaugh further advised that he had drank one or two beers approximately and hour ago.
While speaking with Stambaugh, the Officer could detect a very strong odor of alcoholic beverages coming from his breath and person. The Officer also noticed that Stambaugh's speech was slurred and his eyes were glassy and bloodshot. Stambaugh was swaying back and forth and had trouble maintaining his balance as he was speaking with this Officer. The Officer then requested Stambaugh do some Field Sobriety tests and he agreed to do so.
The SFST’s were performed. Stambaugh showed signs of impairment during the tests.
Stambaugh was requested to take a preliminary breath test (PBT) and he did agree. This Officer then administered a PBT. The PBT provided a positive reading for alcoholic beverages.
Based on Stambaugh being involved in the accident, his general appearance, speech and coordination placed Stambaugh under arrest for DUI.
Stambaugh was taken to York Central Booking Center was advised of his chemical warnings (DL-26) reading the warning paragraph verbatim. Stambaugh stated that he would be willing to take the blood test and did sign the chemical warning form.
Stambaugh is considered a “target 25” offender as he has one prior DUI arrest that occurred in May of 2019.
On 7/19/2019, the Officer received a copy of the Toxicology report. The report advised that Jordan Stambaugh had a Blood Alcohol Concentration (BAC) of 0.236 mg/dl. The report further advised that Stambaugh also had 11-Hydroxy Delta-9 THC 4, 3 ng/ml, Delta-9Carboxy THC 120 ng/mL and Delta-9 THC 7.6 ng/mL in his system, which all active components of Marijuana.
Given the above stated facts, Jordan Steven Stambaugh was charged with 4 counts of DUI, Misdemeanor and 1 Traffic Violation.
