On 5/23/2019 at approximately 2335 hours, York County Control dispatched an Officer from the West Manchester Township Police Department to a physical domestic at 2100 W. Mason Ave. Lot 21 York, Pa. 17404.  While enroute York County Control advised the male subject had a hand gun in his possession.  Officers arrived on scene and found the victim standing outside the residence holding her child.  I asked the victim where the male half was and if he still had the firearm.  The victim stated that she did not speak English. 

The victim then called a friend. The Officer asked the friend if he could tell me where Mr. Torres was.  The Officer was advised that Mr. Torres left on foot prior to the Officer’s arrival.  Mr. Torres was wearing a baseball hat, white tee shirt and black shorts.  The victim’s friend spoke to the victim then translated the information to the Officer over the speaker phone.  The friend stated that Mr. Torres and the victim had an argument.  Mr. Torres did strike the left side of victim’s face with an open hand (no marks were visible).  The victim then stated that, as Mr. Torres was leaving the scene he yelled "I'm going to shoot you".  The victim stated that she felt very threaten at that point.  The victim stated that Mr. Torres never pulled the firearm, displayed the firearm or pointed the firearm at her.  The victim did state that Mr. Torres was not under any type of drug or alcohol at the time of the incident.

The Officer ran Mr. Torres in JNet and found Mr. Torres does have a permit to carry a firearm.  The permit was issued on 11/30/17.

The area was checked and Mr. Torres could not be located.   Mr. Torres does live at 2100 W. Mason Ave. lot 21 York, Pa. 17404.  For the safety of the victim and her children, they were transported to another location.  At this time, the Officer provided the victim with a Spanish Victims Right Form.  The Officer then explained to the translator how to obtain an emergency PFA.   The Officer also advised the victim that he would be filing charges against Mr. Torres and she would be responsible for testifying against Mr. Torres.  She agreed.

Based on the above information,] Angel Luis Torres was charged with 1 count Harassment (S) and 1 count Terroristic Threats (M1).
