DUI-Controlled Substance, Possession of Marijuana, Possession of Drug Paraphernalia, Prohibiting Use of Interactive Mobile Devices Arrest, September 29, 2026, Harrisburg Pk at Landis Ave (MT) – Allison Marie Neff, F/41, of Lancaster, PA, was charged with the above offenses following a traffic stop. The driver was observed holding her cell phone in her hand as she was driving, which is a violation of Title 75. The officer approached the vehicle and immediately smelled the strong odor of burnt marijuana coming from inside the vehicle. A pre-rolled “blunt” was observed in plain view inside the vehicle. The driver and sole occupant of the vehicle was identified as Allison Neff by her PA driver’s license. She claimed that she had a medical marijuana card, but she did not produce it. She was advised that she was in violation of the marijuana act due to the pre-rolled “blunt.” She said that she last smoked marijuana from her THC pen (which was right next to the “blunt”) approximately 40 minutes ago. She gave verbal consent to search her vehicle. During the search, some drug paraphernalia items were seized along with the “blunt” and THC pen. Neff agreed to submit to standardized field sobriety tests, and she showed clues of impairment during these tests. She was taken into custody, and she consented to a Drug Recognition Expert (DRE) evaluation. An evaluation was conducted, and it was determined that Neff was under the influence of marijuana and/or a combination of drugs. 

A criminal complaint was filed on September 29, 2026.  Allison Marie Neff was arraigned before MDJ Monson and released on $15,000 unsecured bail.
