PennDOT has begun a massive license plate reissuance program to replace the oldest and most damaged plates in the Commonwealth.
In 2025, Pennsylvania launched a new standard plate design featuring the Liberty Bell and the slogan "Let Freedom Ring." PennDOT is now automatically replacing plates that are 20+ years old because they lose reflectivity, making them hard to be seen at night. Currently, PennDOT is focusing on passenger car plates starting with letters D, E, and F. If you have one of these plates, you should receive a letter 2–3 weeks before the new plate arrives in the mail.
If you receive a new plate, install it immediately. Once your new plate is sent, the old plate is typically rendered inactive in PennDOT’s system within days. The old plate will show your as a "dead” plate and alert police to stop the vehicle and investigate further.
