E-bikes and electric scooters are becoming more common around our community. As more people use them, it’s important for riders and parents to know the rules and understand how to stay safe.

The Williamsport Bureau of Police wants to share a few things you should know before you ride.

E-BIKE BASICS

In Pennsylvania, an e-bike that meets the legal definition of a pedalcycle with electric assist must:

• Have operable pedals
• Have an electric motor rated at 750 watts or less
• Weigh no more than 100 pounds
• Be unable to go faster than 20 MPH on a level surface when powered by the motor alone

Riders must be at least 16 years old to operate an e-bike in Pennsylvania.

E-BIKES ARE SUBJECT TO THE RULES OF THE ROAD

If an e-bike meets Pennsylvania's legal definition of a pedalcycle with electric assist, it is treated as a pedalcycle under Pennsylvania law. That means riders are expected to follow the same traffic rules that apply to other vehicles.

That includes:

🛑 Stop signs: Come to a complete stop at a stop sign and yield the right-of-way before proceeding.

🚦 Red lights: Stop for a red traffic signal and remain stopped until the signal allows you to proceed.

↪️ Turns: Signal your turns and make sure the movement can be made safely before turning.

➡️ Ride with traffic: Ride on the right side of the roadway, except when the law allows you to move from that position, such as when preparing to make a left turn or avoiding an obstruction.

🚶 Watch for pedestrians: Slow down and give pedestrians plenty of space, especially in areas where they have the right-of-way. Always yield when required by law.

💡 Turn those lights on: If you're riding between sunset and sunrise, make sure your bicycle has the required lighting.

🪖 Protect your head: Pennsylvania requires bicycle helmets for riders under 12. No matter your age, we strongly encourage everyone to wear a properly fitted helmet.

WHAT ABOUT ELECTRIC SCOOTERS?

Electric scooters are not treated the same as e-bikes under Pennsylvania law.

Electric scooters cannot legally be operated on public roadways and may only be operated on private property.

RIDE SMART. RIDE SAFE.

No matter what you're riding:

• Know the laws that apply to your equipment
• Pay attention to traffic and what's happening around you
• Follow traffic signs and signals
• Use the required lighting after dark
• Never ride recklessly or weave in and out of traffic
• Don't carry passengers unless your device is legally equipped for them
• Wear a helmet and other appropriate protective gear
• Parents should make sure young riders understand the rules before they head out

Take a few minutes to know the rules before you ride. Because yes… the rules still apply when you're on two wheels. 👮‍♂️
