On Thursday, 2 March 2023, at approximately 8:15 PM, an Officer with the Quarryville Police Department was conducting a traffic enforcement detail along West State Street in Quarryville Borough. During the detail, the Officer conducted a vehicle stop for an equipment violation near North Summit Avenue and West State Street. During the stop, the Officer had the front seat passenger, Octavious Westley of Mount Joy PA, exit the vehicle. Westley appeared heavily intoxicated and was acting belligerent. While frisking Octavious, the Officer located drug contraband concealed in Octavious's groin area. Octavious then became resistive and was placed under arrest. Charges were filed against Octavious at Magisterial District Court 02-3-04. 

All persons charged with a crime are presumed innocent until proven guilty in a court of law.
