Joshua S. Williams, age 42, of Mount Joy, PA is charged with two counts of Strangulation and one count of Simple Assault after officers were called to an Assault in Progress incident. The two individuals were arguing and escalated to physical contact when the defendant grabbed the victim by the throat, blocking her nose and throat with a blanket and struck the victim repeatedly.
