Felicia A. Lamphere, 56, of Elizabethtown, PA, is charged with Driving Under the Influence and a Borough Ordinance Violation after she was found by officers asleep in the driver's seat of her vehicle in the parking lot of a park in Mount Joy Borough after dark. Borough parks are closed after dusk and vehicles are not permitted to park in the lots.  The defendant admitted to drinking before driving to the park and used her vehicle to assist her with standing upon exiting.  She had slurred speech, glossy eyes and declined field sobriety tests.
