The storm last Friday caused power outages throughout the Ephrata area. No power to residences and businesses can also mean no electrical power for traffic signals and street lighting. Many have asked the following question: What does a driver do when approaching a traffic light that is out of operation because of a power failure? The answer is that you treat it like an all stop intersection. Come to a complete stop and yield the right-of-way to drivers on your right. If the right is clear, continue carefully through the intersection.
PA traffic code Title 75 § 3112. Traffic-control signals states that
(c) Inoperable or malfunctioning signal.--If a traffic-control signal is out of operation or is not functioning properly, vehicular traffic facing a:
(1) Green or yellow signal may proceed with caution as indicated in subsection (a)(1) and (2).
(2) Red or completely unlighted signal shall stop in the same manner as at a stop sign, and the right to proceed shall be subject to the rules applicable after making a stop at a stop sign as provided in section 3323 (relating to stop signs and yield signs).
So when inclement weather returns we ask to limit or avoid travel if you can. If not, buckle up, turn on your lights, slow down and travel with caution – watch out for the other guy and nature’s hazards as well.
