The Ephrata Police Department arrested Todd Lynn Moyer, 65, of Lancaster, for Theft By Unlawful Taking and Receiving Stolen Property. On 08/16/2026 at 10:52 a.m., The Ephrata Police responded to the 400 Block of W. Main Street, Ephrata Borough for a reported abandoned vehicle into a ditch. The owner of the vehicle was contacted by police, and it was determined that a family member had previously parked the vehicle at the business complex on 08/13/2026. Officers reviewed video footage from the business complex and observed a male driving the victim's vehicle in the parking lot. Officers from a previous incident recognized the male as Todd Moyer.  Later that day, Moyer was located at a local business and arrested. During the arrest, Officers located the vehicle keys to the stolen pickup truck in Moyer's possession.  Moyer was processed and then taken to Lancaster County Prison for Central Arraignment. 

Moyer is presumed innocent until proven guilty in a court of law.
