POLICE INCIDENTS FROM 3/28/25 THRU 4/10/25

MEGAN’S LAW VIOLATION: On 3-28-25 at 2240 hrs, police responded to the 400 block of Estelle Dr for a trespass in progress.  Following investigation, Santa Mongar (31) Homeless in Lancaster was charged with Sex Offender Fail to Resister w/PA State Police (F2), Sex Offender Withhold Information/Does not Notify (F3) and Defiant Criminal Trespass (M3).  Mongar was taken into custody and transported to Lancaster County Prison.

CRIMINAL TRESPASS: On 3-28-25 police responded to Sheetz, 2149 State Rd, for a trespassing in progress.  Following investigation, Judy Lynn Simpson (59) of Lancaster, was charged with Criminal Trespass (M3).  Simpson was found to have a warrant through the Lancaster County Sheriff’s Department, taken into custody and transported to the Sheriff’s Department.

PUBLIC DRUNKENNESS: On 3-29-25 at 2356 hrs, police responded to Turkey Hill, 298 E Main St, for a suspicious activity in progress.  Following investigation, Kevin Peterson (41) of Poughkeepsie, NY was cited with Public Drunkenness (S) and Open Container (S).

DISORDERLY CONDUCT: On 3-29-25 at 2225 hrs, police responded to the Red Carpet Inn, 2101 Columbia Ave, for a disturbance.  Following investigation, Thomas S Vogel (59) of Shohola, PA, was cited with Disorderly Conduct (S) and Public Drunkenness (S).

PA DOG LAW VIOLATION: On 3-30-25 Aurelia W Lowry (72) of Lancaster was cited with Harboring Dangerous Dog (S) and Confinement of Dogs (S), stemming from an incident 3-19-25 in the 1300 block of Hammock Way.  Lowry’s dog allegedly left her property and attacked a leashed dog on a walk with its owner.

HARASSMENT: On 3-30-25 police responded to the 2900 block of Continental Dr for a neighbor dispute.  Following investigation, Yshuanette Garcia (41) of Lancaster was cited with Harassment (S).

HARASSMENT: On 3-30-25 police responded to Spooky Nook Sports, 2913 Spooky Nook Rd, for a disturbance.  Following investigation, Andrew Spencer Ring (45) of West Chester was cited with Harassment (S).

HARASSMENT: On 4-2-25 at 1553 hrs, police responded to Happy Tails Animal Hospital, 823 Rohrerstown Rd, for a disturbance that just occurred.  Following investigation, Mark A Wingerd (72) of Lancaster, was cited with Harassment (S).

POSSESSION OF CONTROLLED SUBSTANCE: On 4-2-25 a 14-year-old male student of Mountville was charged with Possession of Controlled Substance (M), stemming from an incident 3-28-25 at Hempfield High School, 200 Stanley Ave.

USE OF TOBACCO PRODUCTS ON SCHOOL PROPERTY: On 4-4-25 a 16-year-old male student of Lancaster was cited with Use of Tobacco in Schools Prohibited (S), stemming from an incident 3-7-25 at Hempfield High School, 200 Stanley Ave.

CRIMINAL MISCHIEF: On 4-7-25 police responded to Lancaster Nissan Carwash, 5440 Main St, for a vandalism report.  On 4-6-25 at 2338 hrs, a vehicle entered the rear of the car wash and park next to the coin machine.  A male and female exited the vehicle and attempted to break into the locked coin machine with a prybar. Total estimated value of damage $250.00.

FORGERY: On 4-7-25 Thomas Ruzzano (55) of Brooklyn, NY was charged with Forgery (F3), Identity Theft (F3) and Theft by Deception (F3), stemming from incidents between 2-12-25 and 2-24-25 at the Belco CCU, 201 Good Dr.  Ruzzano allegedly opened an account using a fraudulent name then deposited a United States IRS tax refund made payable to that same name.  Ruzzano allegedly made purchases and withdrawals from the account totaling $14,400.07.  A warrant was issued for his arrest.
