On 9/25/23 at approximately 4:21pm, Amanda Lynn Kinnard, age 38, of Columbia, PA did commit the acts of Possession of Drug Paraphernalia and Receiving Stolen Property while in the 100 block of North Third Street, Columbia, PA.  Based on the incident, an Officer with the Columbia Borough Police Department filed charges.  Kinnard is considered innocent until proven guilty in a court of law.
