On January 9, 2026, Jaime Smalley (49) of Oil City was convicted after a trial by jury of felony Aggravated Cruelty to Animals for failing to provide the needed vet care to an injured and neglected small mixed-breed dog in December of 2022. Smalley was also convicted of one count of misdemeanor neglect of an animal and found not guilty on two other misdemeanor counts of neglect of an animal. First Assistant District Attorney Jessica Reger prosecuted the case on behalf of the Commonwealth. Sentencing will be before the Honorable Judge John J. Mead on March 16, 2026.
