Chief David Splain

Chief David M. Splain is a longtime member of the Nether Providence Township community. A 1981 graduate of Nether Providence High School, he has lived in the Township since 1976.

Chief Splain graduated from the Delaware County Municipal Police Academy in 1984. He earned a bachelor's degree in sociology from Widener University in 1985 and a master's degree in public safety from Saint Joseph's University in 1992.

He began his law enforcement career in 1985 as a seasonal police officer with the North Wildwood Police Department, serving during the summers of 1985 and 1986. He later served with the Darby Borough Police Department before joining the Yeadon Police Department as a full-time patrol officer in 1988.

During his 25-year career with the Yeadon Police Department, Chief Splain rose through the ranks, serving as a patrol officer, patrol sergeant, and detective sergeant. He retired from Yeadon in June 2013 and was appointed Chief of Police of the Nether Providence Township Police Department that same month.

Chief Splain has held numerous leadership positions within the law enforcement community. He served as president of both the Delaware County Police Chiefs Association and the Police Chiefs Association of Southeastern Pennsylvania in 2020. He has served as secretary of the Police Chiefs Association of Southeastern Pennsylvania since 2020.

He served as president of the Pennsylvania Chiefs of Police Association from 2022 to 2023 and as chairman of its Executive Board from 2023 to 2024. He rejoined the Executive Board of the Delaware County Police Chiefs Association in 2025 and the Executive Board of the Pennsylvania Chiefs of Police Association in 2026.

Since 2024, Chief Splain has served on the Pennsylvania Law Enforcement Accreditation Commission. He is also a member of the International Association of Chiefs of Police and serves on its Small Departments Committee and Juvenile Justice Committee.

Chief Splain serves on the Executive Board of the Delaware County Victim Assistance Center and served as the organization's president from 2020 through 2024.

As Chief of Police, he remains committed to professional, accountable, and community-oriented policing and to maintaining a strong partnership between the Police Department and the residents of Nether Providence Township.

Sergeant Michael Montgomery

Sergeant Michael Montgomery joined the Nether Providence Township Police Department in September 1999. After graduating from the Delaware County Municipal Police Academy in December 1993, he began his law enforcement career with the Upland Borough Police Department in February 1994. He later served with the Chester Township Police Department, including assignments with its narcotics strike force and patrol units, and subsequently worked as a police officer with Villanova University Public Safety and the Marcus Hook Borough Police Department.

In 2005, Sergeant Montgomery became the Township's first narcotics-detection K-9 handler after completing extensive training in Florida. He and his K-9 partner were certified in narcotics detection. Promoted to sergeant in 2006, he has completed extensive training in narcotics and DUI enforcement, as well as police supervision. He previously led the department's Field Training Program and oversaw its Youth Aid Panel. He is a longtime member of the Delaware County Major Incident Response Team and oversees the department's social media platforms. Sergeant Montgomery is the department's senior sergeant and is assigned to the Patrol Division.

Sergeant Michael Markunas

Sergeant Michael Markunas joined the Nether Providence Township Police Department in 2003 after previously serving as a patrol officer with the Ridley Park, Trainer, and Darby Borough Police Departments. He is a 1991 graduate of the Delaware County Municipal Police Academy.

Sergeant Markunas has extensive experience in DUI enforcement and serves as an instructor for Delaware County's Safe Driving program, which educates first-time and repeat offenders about DUI laws and the effects of alcohol and illegal drugs on driving. He is assigned to the Patrol Division as a platoon supervisor.

Sergeant Matthew Liss

Sergeant Matthew Liss joined the Nether Providence Township Police Department in 1999 after previously serving with the Brookhaven Borough Police Department and the Delaware County Park Police. He is a graduate of Widener University, Alvernia College, and the Delaware County Municipal Police Academy.

Promoted to sergeant in June 2024, Sergeant Liss is a member of the Central Delco Tactical Response Team and is assigned to the Patrol Division as a platoon supervisor.

Sergeant Michael Worrell

Sergeant Michael Worrell has served in the Pennsylvania Army National Guard since 2009. He deployed to Afghanistan in 2011 and Kuwait in 2022 and is a graduate of Air Assault School, Senior Gunner School, and Pathfinder School. He holds the military rank of Sergeant First Class.

Before joining the Nether Providence Township Police Department as a full-time officer in 2016, Sergeant Worrell served with the Philadelphia, Drexel University, and Yeadon Police Departments. He was promoted to sergeant in January 2025.

Sergeant Worrell is a member of the Central Delco Tactical Response Team and serves as the department's firearms instructor and armorer. He oversees the department's firearms training program and is assigned to the Patrol Division. He holds an associate degree from Delaware County Community College.

Detective James Irey

Detective James Irey joined the Nether Providence Township Police Department in 2005. He began his law enforcement career as a corrections officer at the Delaware County Prison in 1998. After graduating from the Delaware County Municipal Police Academy in 2002, he joined the Chester Township Police Department as a patrol officer in 2003.

Detective Irey has completed extensive training in narcotics investigations. He is assigned to the Delaware County Criminal Investigation Division's Municipal Drug Task Force and the U.S. Department of Homeland Security Investigations BEST. He has also worked on cases with the U.S. Department of Justice's Organized Crime Drug Enforcement Task Force.

In addition to his investigative responsibilities, Detective Irey is one of the department's Field Training Officers and is a member of Delaware County's Crisis Intervention Team. He has received numerous commendations, including Life Saving, Exceptional Duty, Honorable Service, Narcotics Enforcement, Unit Citation, and Educational Achievement awards.

Elected by his peers, Detective Irey received the Nether Providence Township Police Department's Raymond L. White Officer of the Year Award in both 2019 and 2020. He holds a bachelor's degree in public safety administration from Neumann University and is assigned to the Detective Division.

Detective Steve Kilian

Detective Steve Kilian joined the Nether Providence Township Police Department as a part-time officer in 2005 and was appointed to a full-time position in 2006. He began his law enforcement career with the Colwyn Borough Police Department, where he served for two years, and later served for five years with the Darby Borough Police Department. Detective Kilian is currently assigned to the Detective Division.

Traffic Safety Officer Kevin Smith

Traffic Safety Officer Kevin Smith joined the Nether Providence Township Police Department in 1999. Before joining the department, he worked for ten years as a police dispatcher at the Delaware County 9-1-1 Center. He also served for five years with the Trainer Borough Police Department and for one year with the Brookhaven Borough Police Department.

Traffic Safety Officer Smith serves as the department's J-TAC officer and Mobile Data Terminal instructor. He is also a Field Training Officer, a member of the Delaware County Major Incident Response Team and the Delaware County Crash Team, and the department's fleet manager. He is certified through the Motor Carrier Safety Assistance Program in commercial motor vehicle enforcement and oversees the department's Traffic Safety Unit.

Officer William Sweeney

Officer William Sweeney joined the Nether Providence Township Police Department in 2008. He began his law enforcement career in 2006 with the Glenolden Borough Police Department and also served with the Delaware County Park Police. He is a graduate of the Delaware County Municipal Police Academy. Officer Sweeney is a member of the Delaware County Crisis Intervention Team and is assigned to the Patrol Division.

Officer Robert Brake

Officer Robert Brake joined the Nether Providence Township Police Department as a part-time officer on February 28, 2019, after previously serving as a part-time officer with the Glenolden Borough Police Department. He was appointed to a full-time position with the department on January 18, 2021, and is assigned to the Patrol Division.

Officer Michael Dolan

Officer Michael Dolan joined the Nether Providence Township Police Department as a part-time officer on October 29, 2021. Before joining the department, he served as a part-time officer with the Media and Ridley Park Police Departments. Officer Dolan is assigned to the Patrol Division.

Officer Jordan Culbreath

Officer Jordan Culbreath joined the Nether Providence Township Police Department on December 9, 2022. Before joining the department, he served as a police officer with the Philadelphia Police Department from 2017 to 2022. Officer Culbreath holds a bachelor's degree in political science from Wesley College and is assigned to the Patrol Division.

Officer Taryn Kelly

Officer Taryn Kelly joined the Nether Providence Township Police Department on June 13, 2024, after previously serving with the Villanova University Department of Public Safety. She is a 2019 graduate of The Agnes Irwin School and earned a bachelor's degree in criminal justice from Temple University in 2023. She is also a 2023 graduate of the Delaware County Municipal Police Academy.

Officer Kelly is assigned to the Patrol Division and assists with the department's college internship program.

Officer Michael Coverdale

Officer Michael Coverdale returned to the Nether Providence Township Police Department on June 13, 2024. He originally joined the department in June 2014 and served for eight years before joining the Cape Coral Police Department in Florida.

Officer Coverdale is a 2008 graduate of Sun Valley High School and a 2009 graduate of the Delaware County Municipal Police Academy. He is assigned to the Patrol Division.

Officer Andrew Yates

Officer Andrew Yates joined the Nether Providence Township Police Department as a part-time officer in September 2024 and was appointed to a full-time position in March 2025. He earned a bachelor's degree in criminal justice from Widener University, where he also played baseball.

Officer Yates is assigned to the Patrol Division and assists with the department's college internship program.

Officer James Williams

The Nether Providence Township Police Department hired Officer James Williams on July 23, 2026. He is a 2014 graduate of Academy Park High School and a 2017 graduate of the Delaware County Municipal Police Academy.

He began his law enforcement career in June 2017 as a part-time police officer with the Sharon Hill Police Department. During that time, he also served as a part-time officer with the Tinicum Township Police Department. He was subsequently appointed to a full-time police officer position with the Sharon Hill Police Department.

Upon joining the Nether Providence Township Police Department, Officer Williams will be assigned to the Patrol Division.

Office Manager/Public Information Officer Rose Quinn

Rose Quinn joined the Nether Providence Township Police Department in November 2022 as the civilian Office Manager and Public Information Officer. An award-winning former newspaper reporter and freelance journalist, she brings extensive communications experience to the department.

Quinn supports the department's front-desk and administrative operations and helps coordinate social media, public information, and other communications that keep the community informed. In 2023, she completed the training course, "Managing a Media Firestorm: Crisis Communications for Command Staff & PIOs."
