Dealer Jailed 8-16 Years for Sellersville Fatal OD
A Coopersburg man will serve up to 16 years in state prison for selling the heroin that killed a Sellersville resident.
Lucas Michael Mulloy, 21, pleaded guilty Tuesday to counts of drug delivery resulting in death, involuntary manslaughter, possession with intent to deliver a controlled substance and other charges related to the sale of heroin in Bucks County, including the dose that killed William Allen.
Judge Brian T. McGuffin accepted Mulloy’s plea and sentenced the man to a negotiated prison term of 8-to-16 years.
Investigated by the Bucks County Detectives Drug Strike Force and the Perkasie Borough Police Department, the case was the first in which county law enforcement charged three people up the chain of suppliers in a fatal overdose.
"Every life is important," said Assistant District Attorney Ashley C. Towhey. "And any time a life in Bucks County is taken, we will fight to hold all those responsible to account."
Mulloy’s co-defendants, Daniel Alan Pine and Rachel Kathryn Lambrecht, are scheduled to appear in court on their charges later this year. Police found that Mulloy in July had sold purported heroin to Lambrecht who sold a portion of the drugs to Pine who then provided the drugs to 54-year-old Allen.
Allen had been clean about a month before relapsing.
In a victim impact statement read in court by an advocate from the Network of Victim Assistance, Allen’s sister described her late sibling as a loving big brother and devoted caretaker to their ailing father.
“Billy’s death has left a huge void in our lives,” she said.
Medical examination determined a mix of heroin, fentanyl and para-fluoroisobutrylfentanyl caused Allen’s death. Residue containing the same combination of drugs was found near Allen’s body in baggies labeled “Boogie Man.”
Starting with a trail of text messages, investigators traced the drugs’ path through the hands of Pine and Lambrecht and back to Mulloy.
The ongoing case continues to be handled by Assistant District Attorney Ashley Towhey.
