Electric bicycles (e-bikes) and electric scooters are popular, eco-friendly ways to get around. To keep our community safe on shared roads and sidewalks, the South Heidelberg Police Department has created this page to help you navigate Pennsylvania’s regulations.
In Pennsylvania, e-bikes that meet specific rules are treated just like traditional bicycles. If they don't meet these rules, they are considered motor vehicles and require licensing and registration.
To be legally regulated as a bicycle, your e-bike must meet all of the following:
Note: Devices exceeding these limits (like e-dirt bikes) are treated as mopeds or motorcycles and require insurance and registration.

E-scooters are different! Under current PA law, most e-scooters are classified as "motor-driven cycles." Because they lack equipment like mirrors or turn signals, their use is more restricted.
✅ YES: Private property (driveways and yards).
❌ NO: Public roads, neighborhood streets, or town sidewalks.
