On 4/11/19 at approximately 1:20 pm a Columbia Borough Police Officer was on patrol in a marked vehicle when she noticed a man, known by the officer as Justin Scott Bell, 30 of Marietta standing in the area of North 7th and Poplar Streets.  The officer ran Bell's name in Mobile Cop and found that there was an outstanding warrant for his arrest from Cumberland County.  Bell was placed under arrest for the outstanding warrant and transported to the Columbia Borough Police Station.  The Cumberland County Sheriff's Department contacted the Columbia Police Department later that day saying that Bell's fine had just been paid.  Bell was released.  Note:  All parties are considered innocent until proven guilty in a court of law.
