On 1/28/19 at approximately 11:05am the Columbia Borough Police Department was dispatched to 6th and Maple Street for an unknow person down inside a vehicle.  Upon arrival the Officer observed a blue in color Buick SUV stopped on Maple Street approximately three feet from the curb.  The vehicle was occupied by a while male, later identified as Michael Alan Horn, 35, of Salunga.  It was evident that Horn had been sick and was sweating profusely   A records check revealed that Horn's driver's license had been suspended/DUI related and there were also several outstanding warrants against him.  Horn was placed under arrest and was transported to the Columbia Borough Police Department.  Horn has been cited for Public Drunkeness.  Note:  All parties are considered innocent until proven guilty in a court of law.
