On 12/29/18 at approximately 12:40 pm the Columbia Borough Police Department was dispatched to the 500 block of North Second Street for a report of a domestic in progress.  Upon arrival the Officer observed a male and female arguing on the sidewalk.  The male had a scratch on his left shoulder and red marks around his neck.  He stated that the female, identified as Rosa I Alicea, 45, of Columbia had grabbed him by the neck, choked him, scratched his shoulder and tore his t-shirt.  Alicea was placed under arrest for simple assault and strangulation and was transported to the Columbia Borough Police Station where two small containers of marijuana were found in her possession.  An additional charge of possession of marijuana was issued against Alicea.  Note:  All parties are considered innocent until proven guilty in a court of law.
