On 11/25/18 at approximately 9:30 pm a Columbia Borough Police Officer was on patrol in the area of North 3rd and Chestnut Streets when Joseph Phelan, 20, of Ephrata proceeded through a steady red signal. The Officer initiated his overhead lights and activated his siren. When the Officer approached the vehicle he noticed a strong odor of freshly burnt marijuana coming from inside. He also observed Phelan try to hide something under the seat (later found to be a sandwich bag of marijuana), and noticed a marijuana pipe in plain view. Phelan advised the officer that he did not have a valid driver's license. Phelan was asked to exit the car and was given several sobriety tests which he failed. He was then transported to the Columbia Borough Police Department for processing. Phelan has been charged with Drug related DUI, Possession of Marijuana, Possession of drug paraphernalia, a red light violation and driving without a valid driver's license. Note: All parties are considered innocent until proven guilty in a court of law.
