Ephrata Police file charges against Kyle D. Smith M/18 of the 100 Block of Washington Ave, Ephrata for possession of Heroin, Marijuana and drug paraphernalia following a call along the Ephrata Rail Trail to the rear of 100 North State Street.   Citizen reported suspicious activity of a male passed out along the trail.   Police found Smith in possession of various drugs.    Smith was taken to Ephrata Hospital for treatment and on 06-19-18 charges were filed against Smith for the possession of the drugs.  Smith is presumed innocent.
