Cumberland County District Attorney Seán M. McCormack today announced more arrests in Cumberland County’s continuing anti-human trafficking efforts as part of their ongoing operation known as “Closed2Trafficking”. Two alleged illicit massage parlors located in Lemoyne, Cumberland County, PA., were the target of this most recent investigation. Four individuals were arrested during yesterday’s execution of search warrants at the New QQ Spa, located at 829 State Street, Suite 1010, Lemoyne, PA, and the Azalea Spa located at 310 S Tenth St, Lemoyne, PA. In January of 2025, the West Shore Regional Police Department received an anonymous complaint via the Crimewatch Network. The Crimewatch Network provides law enforcement with the ability to share public safety information with the public and offers a secure platform for community members to submit tips, file reports, and access resources.
The reporting party stated they visited New QQ Spa, in December 2024. The reporting party alleged an Asian female employee, without prompting, lifted her shirt to expose her bra while asking if he wanted "boom boom."
West Shore Regional Police Detective Christopher Conroy began an investigation into the potential illegal activity at New QQ Spa. Detective Conroy’s initial investigation was able to confirm that the activities observed at the New QQ Spa fit a pattern often observed at illicit massage business. He was also able to determine potential owners and others linked to the business. Det. Conroy also discovered a link between the New QQ Spa and a second potential illicit massage business in Lemoyne called Azalea on South 10th Street in the borough.
In February of 2025, Det. Conroy requested assistance from the Cumberland County District Attorney’s Criminal Investigation Division and the county’s Human Trafficking Task Force. The subsequent joint investigation confirmed the illegal exchange of money for sexual activity was routinely being conducted out of the two businesses. At the Azalea Spa, a frequent rotation of ‘employees’ was observed, often a tell-tale sign of human trafficking. At both the Azalea Spa and the New QQ Spa, it was observed that the workers lived on the premises of the businesses, which were not zoned for residential occupancy. This is another sign of potential human trafficking.
As the yearlong investigation proceeded, additional individuals were identified as operators of the businesses. The investigation culminated yesterday, April 27, 2026, with the arrest of the above listed individuals and the searches of both businesses and the residences of the individuals. The investigation into these businesses and potential other suspects continues.
District Attorney McCormack commented, “These arrests represent the third phase of our ongoing “Closed2Trafficking” investigations into illicit massage businesses. Yesterday’s arrests bring the total number of arrests to date to 19 individuals related to nine separate alleged illicit massage businesses in Cumberland County since our first “Closed2Trafficking” operation in 2023. We have multiple investigations ongoing and will continue our efforts to shut down human trafficking in Cumberland County.”
The Cumberland County District Attorney’s Office approach to combatting human trafficking has targeted two types of people, those that operate and organize the human trafficking criminal enterprises and the individuals who provide the money to human traffickers, the customers of human trafficking victims. This approach has resulted in 145 total arrests in the past 3 ½ years.
