On 3/20/2026 at approximately 9:45 pm, CHAD MICHAEL NEWCOMER (age 52) of York was charged with committing the act(s) of:

1. 18 § 5503 §§ A2* M3 Disorderly Conduct - Unreasonable Noise
2. 3 § 459-502 §§ A S Dog Bites/Confine and Isolation

This occurred in the 4800 Block of East Prospect Road, located in Lower Windsor Township. 

Based on the incident an officer with the Lower Windsor Township Police Department filed charges against NEWCOMER at MDJ 19-3-01 Judge Fishel’s Office on 3/24/26.  

A preliminary hearing will be scheduled.

CHAD MICHAEL NEWCOMER is considered innocent until proven guilty in a court of law.
