The Bucks County District Attorney’s Office announced today the arrest of an elementary school instructional assistant with the Council Rock School District following an investigation into the solicitation and possession of child sexual abuse material.

Charles Lucas Dingman, 29, of Yardley, was employed part-time as a Title I instructional assistant at Holland Elementary School within the Council Rock School District. He was terminated by the school district. He also has an employment history of being a substitute teacher and soccer coach in other Bucks school districts.

Dingman was arraigned on Thursday morning on charges of knowingly photographing or filming a child sex act, possession of child pornography, unlawful contact with a minor, and criminal use of a communication facility. He was arraigned by Magisterial District Judge Corryn L. Kronnagel with bail set at $250,000; he bonded out later that day.

The investigation was initiated on January 16, 2026, after Detectives with the District Attorney's Office received three CyberTips from the National Center for Missing & Exploited Children (NCMEC). These tips detailed activity on Snapchat and Twitch where a user, later identified as Dingman, solicited explicit material from minors.

In one instance, Dingman allegedly posed as a 13-year-old on Snapchat to encourage others to send explicit images. In another, he allegedly used a Twitch stream to direct a minor female to perform suggestive acts.

Detectives traced the digital activity to Dingman’s residence in Yardley. Upon his arrest earlier today, Dingman admitted that child sexual abuse material would be found on his cellular device, according to a criminal complaint.

The Council Rock School District has confirmed that Dingman was a part-time employee at Holland Elementary for approximately three months. District officials stated they have terminated his employment immediately and are cooperating fully with law enforcement.

At this time, investigators have no evidence suggesting any local students or Holland Elementary students were involved in the materials recovered. However, the investigation remains active.
