On May 7, 2025, at approximately 1:30 PM, Sgt. Fioretti was dispatched to 410 Thompson St., Jersey Shore Park, to investigate a report of criminal mischief to borough property. Upon arrival, Sgt. Fioretti met with borough staff and discovered that April Howell was clearing a muddy ditch on borough property despite being asked to leave multiple times. When Sgt. Fioretti requested that Howell vacate the area, she refused and began shouting loudly. At one point, Howell's yelling became profane, disrupting a nearby daycare with young children present. Sgt. Fioretti cautioned Howell to refrain from using offensive language around the children, but she continued her disorderly behavior. As Sgt. Fioretti attempted to take Howell into custody for disorderly conduct, she resisted arrest, kicking him multiple times in the upper thigh and knee area. During the struggle, Howell also kicked two additional officers multiple times in the knees and lower legs. Eventually, Howell was subdued and placed in the back of the patrol vehicle. Howell was subsequently charged with aggravated assault for kicking the officers, resisting arrest, disorderly conduct, trespassing, and related offenses. She was arraigned by the magisterial district judge and committed to Lycoming County Prison in lieu of $20,000.00 bail.
