On 6/21/24 at approximately 8:09pm, Patrick Oneal Foust, age 42, of Columbia, PA, did commit the act of possessing drug paraphernalia while in the area of 9th and Spruce Streets, Columbia, PA.  Based on the incident, an officer with the Columbia Borough Police Department filed charges.  Foust is considered innocent until proven guilty in a court of law.
