Drug Delivery Resulting in Death, Delivery of a Controlled Substance, Abuse of Corpse, Possession of a Controlled Substance, and related offenses - WBP Incident # 23-05668 - JERMAINE MAURICE BROWN, M/50, has been charged with the above offenses after an investigation by City Police Investigators. On June 25th, 2023 at around 1:44 pm City Police units were dispatched to the area of Prospect Ave and Linn St for an unresponsive male in a parked vehicle. Officers arrived on the scene and found victim Connor Smith deceased inside the vehicle, and noted that the victim appeared to have suffered a drug overdose. They also observed that the victim's body appeared to have been pulled from the passenger seat and manipulated into the driver's seat. Through the course of the investigation. it was discovered that Smith contacted and met with JERMAINE BROWN shortly before his death. A review of area surveillance video showed BROWN, Smith, and a female together inside the vehicle while parked outside an apartment complex. After about an hour together inside the vehicle, BROWN can be seen exiting and poking at the motionless victim before wiping down the door and walking away with the female. BROWN was later seen returning to the vehicle several times to remove items from the victim, and again returning to drive the vehicle away from the apartment complex toward the area where it was located by officers. Investigators were able to ascertain through digital messages and witness statements that BROWN did deliver drugs to Smith shortly before his death and did not attempt to seek medical attention when Smith became unresponsive. 

BROWN, who was already incarcerated at the time of the arraignment, was taken before District Justice Christian Fry and arraigned on these charges. BROWN was subsequently re-committed to the Lycoming County Prison without bail.
