Ephrata Police charged Felix M. FIGUEREO-ENCARNACION, 39, of Lancaster with Indecent Assault.  A female reported to police that on December 4, 2015 at 10:49 a.m. FIGUEREO-ENCARNACION confronted her in the horse stable at Green Dragon, 955 N. State Street, Ephrata Township.  During the confrontation FIGUEREO-ENCARNACION touched the victim indecently.  The victim had never met FIGUEREO-ENCARNACION prior to the confrontation.   FIGUEREO-ENCARNACION is presumed innocent.
