Parking Regulations

SNOW AND ICE EMERGENCIES

In order to facilitate the movement of traffic and to combat the hazards of snow and ice on the snow emergency routes listed below, the Borough Manager, in his discretion, may declare a snow and ice emergency.  Information on the existence of a snow emergency shall be given by the Borough through radio, newspaper, or other available media and information on the termination of the emergency may be given by use of the same media.

  • PA Route 230 – the entire length within the Borough

After a snow emergency is declared, it shall be unlawful, at any time during the continuance of the emergency, for any person to:

  • park a motor vehicle or to allow that vehicle to remain parked anywhere on any snow emergency route.
  • to drive any motor vehicle on any such snow emergency route, unless that vehicle is equipped with snow tires or chains.

If, at any time during a period of a snow emergency, a person should park a motor vehicle or allow a motor vehicle to remain parked anywhere upon PA Route 230 in the Borough, that person shall be guilty of a violation of Article VII, Chapter 255-121, and shall be sentenced to pay a fine of not more than $15.00 in costs.

ON-STREET HANDICAPPED PARKING SPACES

The Chief of Police is hereby authorized to establish and terminate the establishment of on-street handicapped parking spaces in accordance with the provisions of Chapter 255-10 of the Mount Joy Borough Code.  Requests for the designation of on-street handicapped parking spaces shall verify that the individual requesting such designation has been issued a disability license plate or a disability placard by the Department of Transportation.  This request will then be reviewed for recommendations by the Public Safety Committee.  Borough Council will then take action to either approve or deny the request. Click here for an application for a Handicapped Parking Placard.

Individuals should also notify the Chief of Police when the person who requested the designation no longer desires or requires such on-street handicapped parking space.

GENERAL PARKING RESTRICTIONS

No person shall park or permit a vehicle to be parked upon any public street in the Borough in excess of 48 hours.

No person shall park or permit the following to remain parked on a public street or alley within the Borough except for local deliveries:

  • A boat
  • A trailer, as defined in the PA Motor Vehicle Code.
  • A camping or recreational vehicle.
  • A commercial vehicle licensed to permit a gross vehicle weight in excess of 11,000 lbs.

On January 5, 2015, Mount Joy Borough adopted revised parking regulations as Ordinance 1-15.  No person shall park a vehicle, or allow it to remain parked, for longer than the following times in the following locations as prescribed in this Ordinance.  Click here to view Ordinance 1-15.
