Upon arrival, Officer Kellogg observed several signs of disturbance, including a missing license plate from the victim's vehicle, a slashed tire, and three rolled-down windows. He thoroughly searched the property to ensure no one was hiding inside.
Rather than simply filing a report, Pfc. Kellogg took the initiative to contact the homeowner directly, sharing his findings and providing reassurance during a stressful situation. This personal touch helped the victim feel safe, supported, and heard.
