Police Chief David Arnold announced that he will retire on Friday, August 12, 2022
Prior to coming to Lower Windsor Township Police in January of 2019, he was the Chief of Police with Chambersburg Borough Police Department from 2008 to 2016. He is also a 24-year veteran of the York City Police Department, retiring as rank of Captain. Overall, he has spent 35 plus years in law enforcement.
During his tenure with the Lower Windsor Township Police Department, many advances in technology and organization have occurred. Chief Arnold initiated a number of programs that have advanced this Agency with community relations, Agency organization and development, as well as Officer growth and advancement, just to name a few.
In August of 2019, Chief David Arnold partnered with the Eastern York School District in creating a School Resource Officer (SRO). This has shown to be an asset to both the school district and police department, as well as the community. This developed relationship is set to continue for many years thanks to efforts of Chief David Arnold and the Eastern York School District.
In April of 2021, Chief Arnold also deployed our WatchGuard Cameras which were purchased partially through a Federal Grant administered by the PA Chiefs of Police. This technology is keeping our department accountable to the public. Chief Arnold also had the Department’s Use of Force Policy reviewed by legal counsel in July of 2020 to make sure it complies with today’s best practices.
Chief Arnold brought to Lower Windsor Township programs such as National Night Out and Coffee with a Cop, which have shown to be a positive impact on police and community relations.
Also some honorable mentions include: Initiated start of accreditation process, Extensive Continued Education for Officers and Grants for Safe Driving.
We are very grateful for his quality of leadership and willingness to make this department a better place.
Chief Arnold’s absence will be felt by the department and the community. We wish him well in all his future endeavors.
