Lengthy Investigation Leads to the Arrest of 37 People in the Hanover Area
York, PA – York County District Attorney Dave Sunday announced today that authorities have concluded
a two-year investigation which resulted in the arrest of 37 people who engaged in the possession and
distribution of illegal narcotics in the greater Hanover area.
The joint investigation by the York County Drug Task Force and the Hanover Borough Police Department
began in November 2021 with the arrest of Billy Austin Norris, 51, of Gettysburg on charges of Delivery of
Cocaine, which ultimately led to a largescale network of individuals trafficking illegal narcotics throughout
southeast York County.
“This investigation is a tremendous example of patience, tenacity, and collaboration,” said DA Sunday.
“This is a stern and loud message that we will not tolerate the flow of illegal narcotics in our communities
and will continue to utilize every resource at our disposal to dismantle these networks.”
The names of those individuals who have been arrested and charged throughout the course of this
investigation are listed below:
1. Billy Austin Norris, age 51, Gettysburg, PA – charged with 2 counts of Delivery of Cocaine in
Hanover Borough for incidents which began in November 2021.
2. Frederick M. Hess, Jr., age 49, Hanover, PA – charged with 2 counts of Delivery/Possession with
the Intent to Deliver Cocaine and Fentanyl in Hanover Borough for incidents which began in
February 2022. During this investigation police officers served a search warrant at a residence in
the 300 block of E. Middle St., Hanover Borough where cocaine, fentanyl, $2,800 cash, 2 handguns
and 2 long guns were seized.
3. Amy Beth Wolf, age 33, Hanover, PA - charged with 2 counts of Delivery/Possession with the Intent to Deliver Cocaine and Fentanyl in Hanover Borough for incidents which began in February 2022. Wolf was also present with Hess when police served a search warrant at a residence in the 300 block of E. Middle St., Hanover Borough.
4. Bradley Raymond Stoner, age 59, Frederick, MD, aka “Cupcake” - was charged with Possession with the Intent to Deliver Cocaine and Criminal Conspiracy after police officers served a search warrant at a residence in the first block of McCosh St. in Hanover Borough in March 2022. Stoner has since been indicted by the United States Attorney’s Office in Maryland for drug offenses relating to these and other criminal activities.
5. Staci Ada Hawkins, age 34, Hanover, PA, was present with Stoner when the search warrant was served. She was charged with Possession with the Intent to Deliver Cocaine and Criminal Conspiracy.
6. Darnell Harris, age 41, York, PA, aka “Packey” - was charged with 11 counts of Delivery/ Possession with the Intent Deliver Cocaine and Criminal Conspiracy.
7. Amber Lauren Hall, age 33, Hanover, PA – was charged with 5 counts of Delivery/Possession with the Intent Deliver Cocaine and Criminal Conspiracy.
8. Todd Chenoweth, age 39, Hanover, PA - was charged with 1 count of Delivery/Possession with the Intent Deliver Cocaine and Criminal Conspiracy.
9. Tony Allen Wagner, age 57, Hanover, PA - was charged with 4 counts of Delivery/Possession with the Intent Deliver Cocaine.
10. Wendy Hake, age 61, York, PA - was charged with 1 count of Possession with the Intent Deliver Cocaine and Criminal Conspiracy.
During this investigation, police officers determined that Harris was operating a cocaine delivery ring in the Hanover area and West Manchester Township. On some occasions, Harris would deliver cocaine to other persons or would send Hall, Chenoweth, or Wagner to meet the buyer. Harris and Hall would often operate out of motel rooms in the Hanover area. Police determined that Harris was storing larger quantities of cocaine at Hake’s home on Girard Ave., York City. Harris would often travel between his former residence in West Manchester Township, Hake’s home in York City, and motels in the Hanover area to facilitate his cocaine distribution operation.
Harris and Hall were arrested on 9/08/2023 after delivering cocaine to another person. This activity led to a search of a motel room in the Hanover area where amounts of crack cocaine were seized. Later that same day investigators searched Wendy Hake’s residence in the 700 block of Girard Ave. in York City. This location was determined to be a stash house for Harris. Police located amounts of crack cocaine which Harris had stored there in hopes of insulating his activities from police.
While out on bail on the above drug distribution charges, Hall became involved in a Robbery in Penn Twp. in April 2023. She was charged with Conspiracy to Commit Robbery, Criminal Use of a Communications Facility and Conspiracy to Commit Simple Assault by Penn Twp. Police detectives.
Then in September 2023, again while released on bail, Penn Twp. Police detectives developed information that Harris and Hall continued their drug distribution activities. A series of crack cocaine purchases were made from them. On 9/05/2023, after making a cocaine sale, both were taken into custody in Hanover Borough. A subsequent search of a residence in the 600 block of Carlisle St. in Hanover was conducted. Harris and Hall had used this residence to conduct cocaine transactions. Approximately $12,000 cash was seized which was attributed to drug sales. Harris and Hall were charged with additional counts of drug distribution and conspiracy.
Additionally, 11. Andrea Carole Cullison, age 52, and 12. Terry Scott, age 62, who were both residing at this residence, were charged with Possession with the Intent to Deliver Cocaine
13. Jerrelle Louisa Blanson, age 33, aka “Lou”, was charged with 4 counts of Delivery of Fentanyl and Methamphetamine, when, starting in April 2022, he delivered controlled substances to undercover investigators in Spring Garden Township, Penn Township, and the City of York.
14. Peter D. Goines, Jr., age 36, Hanover, PA, aka “Gunz”, was charged with 3 counts of Delivery of Cocaine, when, starting in April 2022, he delivered controlled substances to undercover investigators in Hanover Borough.
15. Shayne Lee Calp, age 35, York, PA, was charged with 2 counts of Delivery of Cocaine, when, starting in April 2022, he delivered controlled substances to undercover investigators in Hanover Borough and West Manheim Township.
16. Carlos Lorenzo Cotton, age 47, New Oxford, PA, aka “Los”, and 17. Geoffrey Odan Davis, age 37, of York, PA, aka “G” were charged with Delivery and Criminal Conspiracy, when, in May 2022, they worked together to deliver controlled substances to undercover investigators in Hanover Borough.
18. Robert Allen Bullock, age 58, and 19. Stephen Douglas Riley, age 37, both of Hanover and 20. Robin Marie Bartgis, age 39, of Philadelphia, PA were charged with Possession with the Intent to Deliver Cocaine and Criminal Conspiracy when, on July 15, 2022, police officers served a search warrant at a residence in the 300 block of E. Middle St. in Hanover Borough. As a result of the search, investigators seized cocaine, marijuana, and methamphetamine. Additionally, 21. Diane Dean, age 61, Hanover, PA was present at this residence and charged with Possession of Cocaine.
22. Kelly Marie Marion, age 63, Hanover, PA, was charged with 1 count of Delivery of Cocaine, when, starting in July 2022, she delivered controlled substances to undercover investigators in Hanover Borough.
23. John Pierre Demoss, age 44, Hanover, PA was charged with 1 count of Delivery of Cocaine, when, starting in July 2022, he delivered controlled substances to undercover investigators in Hanover Borough.
24. Savaughn Omar Salisbury, age 21, Hanover, PA, aka “S”, was charged with 3 counts of Delivery of a Controlled Substance and 2 counts of Possession with the Intent to Deliver Cocaine and Marijuana. Starting in July 2022, undercover officers met with Salisbury in the Hanover area. Then in March 2023, they served a search warrant at a residence in the 500 block of York St., Hanover, where Salisbury was staying. There they located marijuana, cocaine, oxycodone, and $4,900 cash.
25. Derrick Ulysses Dykes, age 35, Darby, PA, aka “Dizz”, was charged with 2 counts of Delivery of Cocaine, when, starting in August 2022, he delivered controlled substances to undercover investigators in the Hanover area.
In October 2022, Dykes was involved in a shooting incident in the 100 block of North St. in Hanover. At that time, he shot Peter Goines, Jr., #14 above. Dykes and Goines are related. Dykes was subsequently charged with Attempted Homicide, Aggravated Assault and Recklessly Endangering Another Person.
26. Bryan T. Bradley, age 20, Hanover, PA. In August 2022 Penn Township Police were called to a residence in the first block of Lafayette St for suspicious activity. While there, they determined that Bradley was in possession of marijuana and two handguns. Bradley was charged with 1 count of Possession with the Intent to Deliver Marijuana and Firearms Not to be Carried Without a License.
27. Desean Alexander Williams, age 29, Hanover, PA, aka “Trife” and 28. Terell Lee Smith, age 33, Shippensburg, PA were charged with 1 count of Possession with the Intent to Deliver Cocaine and 1 count of Criminal Conspiracy after police officers made several cocaine purchases at a residence at 2 Stuart Ave. in Penn Township. On February 24, 2023, investigators served a search warrant at that residence. Seized at that time was cocaine, one handgun, and $22,000 cash.
Additionally, Williams was charged with a firearms offense.
Williams and Smith have since been indicted by the United States Attorney’s Office for the Middle District of Pennsylvania for cocaine trafficking offenses.
29. Joseph Allen Morse, age 28, Hanover, PA was charged with 1 count of Possession with the Intent to Deliver Marijuana in May 2023, after probation visited his home during a routine visit. While there they observed quantities of marijuana in the kitchen. Police responded and searched the residence. Quantities of marijuana were seized. Since juveniles were present in the home and the marijuana was in the open, Morse was also charged with Corruption of Minors.
30. Iroc Shane Bunch, age 23, York, PA. In April 2023, York County Probation Officers visited Bunch at his residence in Manchester Township. At that time, they observed marijuana and contacted Northern York County Regional Police. Officers searched the home and located 7 pounds of marijuana and 1,400 tablets appearing to be Xanax, but were later determined to be Bromazolan, a non-scheduled designer drug.
Information developed through this investigation led detectives to a garage in the 500 block of Baltimore St. in Hanover. It was determined that an associate of Bunch’s was taking orders for fentanyl pills on the dark web. Orders were arriving from all over the United States. The associate would provide the orders to Bunch, who would in turn process the orders in the garage. After counting the pills and packaging, Bunch would then place the package in the US Mail for shipment and delivery.
In addition to the substances described above, 6,320 fentanyl pills, 9 pounds of marijuana, 8 ounces of psilocybin mushrooms, and $21,000 cash were seized.
31. Brittany Rose Rasnake, age 29, Hanover, PA, met with an undercover officer in June 2023 and delivered a quantity of cocaine. Investigators then went to a motel in the 900 block of Carlisle St. where Rasnake was staying and made contact with 32. Donald Aaron Almstrom, age 46, 901 Carlisle St., Hanover, PA; 33. David Aaron Sanders, age 38, Baltimore, MD. Additionally, they had
contact with 34. Gary Montez Washington, age 40, Baltimore, MD in a nearby parking lot. As a result of their investigation detectives determined that Rasnake and Almstrom contacted Washington and Sanders who brought a quantity of cocaine to the motel room. Some of the cocaine was delivered to the undercover officer.
All four were charged with Delivery and Conspiracy to Deliver Cocaine.
35. Aaron Michael Hull, age 23, Hanover, PA. On June 30, 2023, police officers observed Hull engaging in suspicious activity with two other people in an alley behind the Square in Hanover. Detectives approached Hull. He was found to be in possession of cocaine and $10,950 cash. Additionally, police searched Hull’s vehicle parked nearby and located a handgun. Hull was charged with 1 count of Possession with the Intent to Deliver Cocaine and 1 count of Firearms Not to be Carried Without a License.
36. Nelfry Luis German-Almanzar, age 32, Hanover, PA, aka ”Primo” or “Nephew”, was charged with 1 count of Possession with the Intent to Deliver Cocaine after police served a search warrant at his residence in the 100 block of 3rd St., Hanover on July 11, 2023.
37. Maurice Bray, age 28, of Hanover, PA, was charged with one count of Possession with the Intent to Deliver Marijuana and 2 counts of a Person Not to Possess a Firearm in August 2023, after York County Probation Officers conducted a supervisory home visit. While there they observed quantities of marijuana and firearms. Police responded and seized the marijuana and firearms.
The investigation, which is ongoing, involved the York County Drug Task Force, the Hanover Borough Police Department, the Penn Township Police Department, the Northern York County Regional Police Department, the Pennsylvania State Police, the Federal Bureau of Investigation, and the United States Attorney’s Office-Middle District of Pennsylvania.
Criminal charges, and any discussion thereof, are merely allegations and all defendants are presumed innocent until and unless proven guilty
