On May 28, 2026, The Carroll Township Police Department responded to a daycare within Carroll Township, Dillsburg, PA for a report of a cocaine found in a child's lunch bag.  A search warrant was obtained for the mother's home in the first block of Walmar Manor (Franklin Township). The search warrant was served and located in the home were drugs, cash and packaging materials.  Both, Emily Arter and Joel Rodriguez-Melendez were arrested and transported to York County Central Booking.
