New Kensington Police charge Arnold man in drug delivery resulting in death

New Kensington, PA -- An Arnold man is facing charges of drug delivery resulting in death after a New Kensington man overdosed and died in December of 2025. 

Delino Franklin, 46, was charged with drug delivery resulting in death and possession with intent to deliver a controlled substance.

New Kensington Police and Westmoreland County Detectives responded to a residence on Bell Street in New Kensington in December of 2025 after a man was reportedly in cardiac arrest. 

The victim was located by paramedics and police in a bedroom of the residence unresponsive and not breathing. 

First responders attempted life-saving measures, but the victim did not survive. 

The Westmoreland County Coroner's Office conducted a preliminary drug screening on the victim which indicated the presence of fentanyl.

Through the course of the investigation, detectives recovered surveillance video from the victim's residence which showed the victim briefly meeting with an unknown person before the vehicle pulls away.

Investigators tracked down the registered owner of the vehicle and determined Franklin was driving his girlfriend's vehicle on the day it was seen on surveillance outside of the victim's residence. 

The victim's phone was recovered from the scene and turned over for a digital forensic examination which revealed a conversation between the victim and Franklin on the day the victim overdosed. 

Detectives executed search warrants on Franklin's residence and digital devices. Police located psilocybin mushrooms, and a baggy of green pressed pills, in addition to other items indicative of narcotics distribution. 

Inside the victim's bedroom, a baggy of four green pressed pills was located by the victim's mother. 

The victim's cause of death was due to toxicity of methamphetamine and fentanyl by ingestion, according to a forensic pathologist. 

In February of 2026, detectives received the lab results from the pressed pills seized from the victim's residence and Franklin's residence. Both reports indicated the presence of methamphetamine and fentanyl. 

Franklin remains incarcerated in the Westmoreland County Prison in a separate criminal case.
