Ligonier, PA — Ligonier Valley Police charged a Jeannette man who was hired to complete contracting work but failed to do the work after receiving payment.
Investigators said Zachary Murphy, 36, of Keltic Contracting LLC, was hired to complete a painting job at a multi-unit residence on North Market Street in Ligonier in May of 2026.
Murphy provided the victim with a quote which was agreed upon, and the work was slated to start in early June.
The victim provided Murphy with an initial $1,500 when the terms were agreed upon in May before Murphy requested an additional $3,800 ten days later.
The victim attempted to communicate with Murphy several times who continued to give excuses as to why the work had not started yet, before all communication ceased.
Ligonier Valley Police said Murphy collected $5,300 from the victim and failed to complete any work.
Murphy is facing charges of home improvement fraud, theft, and receiving stolen property.
