Export, PA -- Westmoreland County Detectives charged an Export couple with charges related to home improvement fraud after several victims came forward reporting a failure to complete the work.
Victims from North Huntingdon reported to investigators that they hired R.W. Home Regenerations, LLC, owned by Robert and Nellie Hoose, in the summer of 2025.
The victims signed a contract and paid more than $165,000 initially to construct an addition on their residence.
Detectives said payments to R.W. Home Regenerations, LLC surged to more than $247,000 and only approximately 15% of the work was completed.
The victims told investigators the home was left in disrepair, subject to the elements which caused waste and rising utility costs, and the contractor had not been back to the residence since December 10, 2025, and ceased all communications with the victims.
The victims told police while Robert Hoose stopped showing up to complete the construction, Nellie Hoose would collect the checks on behalf of her husband.
Westmoreland County Detectives are investigating similar accusations involving at least two other victims and R.W. Home Regenerations, LLC's incomplete work.
The Hooses are facing charges of theft, receives advance payment for services and fails to perform, and criminal conspiracy.
