Norvelt, PA -- Westmoreland County Detectives charged a Crabtree man with offenses related to home improvement fraud after he failed to complete any work at two residences.
Larry Wing, 41, is facing charges of receiving advance payment for services and failure to perform and theft by deception.
The victim contacted the Westmoreland County Detective Bureau after they hired Wing, the owner of L.W. Contracting, to complete remodeling projects at residences on Kecksburg Road and Lilac Lane near Norvelt.
Wing was provided $13,346 to initiate and complete the remodeling projects, however, has failed to return and complete any work.
After detectives contacted Wing several times in May of 2026, Wing relayed that he started a new project and when he gets paid from that porject he will sell off some materials and pay the victims back.
Wing was advised to set up a payment plan through the magistrate's office to reimburse the victims after civil litigation was filed but has failed to do so.
As of this date, Wing has failed to pay any money back to the victims.
