Pennsylvania Superior Court Upholds Verdict of Child Sexual Abuse Trial

Milford, PA – The Pike County District Attorney Ray Tonkin announced on April 28th, 2026, the Pennsylvania Superior Cour upheld the jury verdict that found Andrew J. Dougan guilty of twenty-three charges related to sexual abuse of a minor in October and November 2017. Dougan was ultimately sentenced to an aggregate term of incarceration of 58½ to 155 years’ incarceration, consecutive to the sentence he was serving at the time of trial, plus three consecutive years of probation supervision.

In his appeal, Dougan claimed the President Judge Gregory H. Chelak should have dismissed the charges based on a violation of the speedy trial rule. Judge Chelak determined that Dougan was the cause of nearly all delays. The Superior Court agreed the Commonwealth acted with due diligence throughout the entirety of the case. The Superior Court concluded that Judge Chelak properly denied Dougan’s motion to dismiss. 

Dougan is currently serving his sentence in the state prison located in Marienville, Pennsylvania.  He has thirty days to ask the Pennsylvania Supreme Court to hear his case.
