On Sunday, 1/11/2026, at approximately 0043 hours, an officer observed headlights facing the wrong direction on a one-way street while driving past it. The officer stopped and the vehicle came out of the one-way street driving the wrong direction and then proceeded to drive in the officer's direction. The officer exited his patrol vehicle and stopped the vehicle in the middle of the street then told the driver of the vehicle (Joshua Foley) to pull over in front of the officer's patrol vehicle on the right-hand side of the road. The driver then proceeded to drive into the opposite lane of travel and park facing the wrong direction. Officers detected a strong odor of alcohol emitting off Foley's breath and administered Standardized Field Sobriety Tests and Foley was found to be impaired. Foley was subsequently taken into custody for suspicion of DUI.
