Since 2023, the Upper Merion Township Police Department is proud to participate in the Blue Envelope Program, a valuable initiative designed to facilitate safe and successful interactions between law enforcement officers and drivers with specific conditions.
This program aims to assist drivers with Autism Spectrum Disorder (ASD), communication challenges, dementia, anxiety, or other conditions that may affect their ability to communicate effectively during traffic stops, car accidents, or other on-road interactions with police officers.
The Blue Envelope Program also raises awareness among police officers about the unique needs and reactions of these drivers, enabling them to provide more informed and empathetic responses.
How the Program Works
The exterior of the Blue Envelope indicates whether the driver is verbal or non-verbal and instructs them to inform the police officer about the envelope when they approach the vehicle.
Drivers are advised to:
- Keep their hands on the steering wheel unless otherwise directed.
- Be prepared for the officer to shine a flashlight in their car.
- Hand the officer the Blue Envelope when asked for vehicle or driver documents.
The envelope provides essential information for police officers, including:
- The driver may exhibit signs of anxiety due to bright lights and noises.
- The driver may have difficulty communicating and may not maintain eye contact.
- Clearly inform the driver when the stop is over and that they can leave.
