Detectives in North Carolina provided intelligence that Harper was currently in the area of the Courtyard Marriott Hotel, 651 Fountain Road, Plymouth Township, possibly operating a white Chevrolet Astro van displaying a North Carolina registration. Detectives conducted surveillance in the area of the hotel and surrounding businesses, ultimately locating Harper’s vehicle parked at the Plymouth Meeting Mall.
Harper was observed walking from the Plymouth Meeting Mall to his van. Detectives confronted Harper in the parking lot and attempted to take him into custody. As Detectives continued to attempt to de-escalate the encounter, Harper yelled and encouraged Detectives to shoot him. After a brief stand-off as Harper and Detectives moved through the parking lot, Harper fled on foot, running back towards his van. He was ultimately taken into custody.
