The Blue Envelope Program is designed to help make interactions between law enforcement officers and drivers with special needs safer and easier.

The program is intended for drivers who may have Autism Spectrum Disorder (ASD), communication challenges, dementia, anxiety, or another condition that may affect their ability to communicate during a traffic stop, crash, or other interaction with police.

Drivers can use the Blue Envelope to store their driver’s license, registration, insurance information, emergency contacts, and other important information. The envelope also identifies whether the driver is verbal or non-verbal and alerts officers to possible communication or behavioral challenges.

The envelope reminds officers that a driver may:

• Experience anxiety due to lights, sirens, or other noises.
• Have difficulty communicating or understanding directions.
• Avoid eye contact or need additional time to respond.
• Display behavior that should not automatically be interpreted as a refusal to cooperate.

Drivers are encouraged to keep their hands on the steering wheel, tell the officer they have a Blue Envelope, and provide the envelope when asked for their documents.

The program is a cooperative effort of the Police Chiefs Association of Montgomery County and the Montgomery County District Attorney’s Office.

Blue Envelopes are available free of charge to Montgomery County residents at local police departments including Hatboro PD.
