BRADFORD MAN TAKEN INTO CUSTODY ON WARRANT; ADDITIONAL DRUG CHARGE FILED

On September 12, 2026, at approximately 10:39 p.m., City of Bradford Police officers located Dennis Arthur Allen, 60, near the Elm Street bridge and the U.S. Route 219 North underpass in Bradford.

Allen was taken into custody on an active warrant stemming from a theft investigation. During a search incident to arrest, officers allegedly located a small plastic bag in Allen’s jacket pocket containing suspected narcotics. The substance subsequently field-tested positive for methamphetamine.

Allen was charged with Possession of a Controlled Substance under Pennsylvania’s Controlled Substance, Drug, Device and Cosmetic Act.

The original charges arose from an incident that occurred during the early morning hours of December 24, 2025, inside the Best Western Hotel at 100 Davis Street in Bradford. According to the criminal complaint, Allen and a female accomplice allegedly removed a coin mechanism belonging to Futures Rehabilitation from a vending machine. The coin mechanism was valued at approximately $400. Approximately $94 in change and between $20 and $24 worth of candy were also allegedly taken. The vending machine was damaged during the incident.

Following an investigation that included a review of hotel surveillance footage and witness interviews, Allen was charged on July 2, 2026, with:

• Conspiracy to Commit Retail Theft, graded as a third-degree felony
• Conspiracy to Commit Theft by Unlawful Taking, graded as a first-degree misdemeanor
• Conspiracy to Commit Criminal Mischief

An arrest warrant was issued in connection with those charges. After Allen subsequently failed to appear in court, a bench warrant was also issued.

Allen was arraigned on the new methamphetamine possession charge before Magisterial District Judge David Engman, who set bail at $500. Allen was remanded to the McKean County Jail. The outstanding bench warrant will also serve as a detainer while Allen awaits further court proceedings on the theft-related and drug charges.

Hearings have been scheduled in both matters.
