January 10, 2023 Municipal Brief
At the January 10, 2023 Strasburg Borough Council meeting, Borough Council heard from Commissioner John Trescot who reviewed information regarding County government, their budget, departments and duties, commissioner’s duties, ARPA funds, the new correctional facility project, and ambulance funding concerns. The Council also heard from citizen Carole Reed who thanked the Borough for providing information regarding the old Strasburg Elementary School.
Borough Council approved staff to investigate and move funds as appropriate to the PA Local Government Investment Trust to earn more interest; authorized the disbursement of the Deckman fee-in-lieu of funds to be distributed equally between the Strasburg Jaycee Park, Strasburg Community Park, and Strasburg Playground Association; adopted an addendum to the Uniformed Labor Contract; and approved a compromised application for windows at 229 Miller Street.
The Borough Manager reported that 1) The next Lancaster County Borough’s Association meeting will be held on January 25, 2023; 2) The computer vulnerability testing was completed and was done a second time when the server was replaced; 3) Provided the 2022 delinquent real estate tax report; 4) The fee schedule has been revised to add a $250 fee for non-residents to place a tent on the side yard of the Borough property and the updated fees from Commonwealth Code Inspection; 5) The Authority continues their deliberation on the sale of the sewer system and are working with DEP regarding the loss of the Old Springs water source; 6) The Borough received a $1 Million ARPA stormwater grant from the County of Lancaster; 7) He plans to do a MS4 presentation of the Eshelman Run Streambank Stabilization project at the next meeting; 8) Restart Ministries withdrew their Zoning Application for the old Strasburg Elementary School. There are apparently several interested parties in purchasing the building and one attended the January 2, 2023 Planning Commission meeting for a courtesy review for a plan to develop the property into 20-22 apartments; 8) HARB reorganized and two board members had to step down because they were no longer licensed in their capacities as building inspector or architect. Licensed individuals are encouraged to submit letters of interest to be considered for appointment by Council at a future meeting.
The Police Chief reported for the month of December 2022, the Police Department had 331 calls for service. There was one criminal arrests, one speeding arrests, six other traffic arrests, two parking tickets, 22 traffic warnings, and no accidents. All officers completed the CPR/First Aid Training, Chief Ferretti completed FEMA’s Incident Command System (ICS) 300 and 400 training, three special events were held without incident, and the Toys-for-Tots donations were collected throughout the month.
Consent agenda items were payment of the bills, approval of Historical Architectural Review Board Certificates of Appropriateness, adopting the Fee Schedule Resolution 2023-1, and the granting of an extension of time for the Marnik Holdings/Strasburg Scooters project.
