OCCURRED 08/19/2019 AT 1103 HRS
Reporting person notified police of a robbery in progress on the listed date and time. Reporting person was working at the listed location when a black male entered the store wearing a yellow construction hat, fluorescent work vest, dark colored long sleeve shirt, light colored jeans or work pants, dark colored mask covering most of his face and dark colored gloves. After entering the store, the suspect pulled out a gun, pointed it directly at the victim and ordered her to walk behind the front counter to the cash register. The suspect demanded the victim open the cash register and hand him all the money in the till. The suspect then left thru the back door and ran thru an alleyway.

Officers responding to a Weapons call found a Black male 17 years of age to be in possession of a 22 caliber handgun and a magazine containing 22 caliber Rem bullets. The handgun was reported stolen out of East Lampeter Township Police Department on October 15, 2018. The juvenile was arrested and charged with Possess, Use, Manufacture, Control, sell or Transfer Firearms, Receiving Stolen Property, Firearms not to be carried without a license and Possession of Firearm By Minor.

Officer responded to a report of an assault at the listed location on the listed date and time. Reporting person / victim reported his neighbor, Felix Torres-Ortiz, 53, W/M/H punched him on the right side of the face. Victim provided the Officer with a video recording of the incident, which supported the victim’s report. Victim advised the Officer the assault stems from a dispute over property lines. Torres-Ortiz was charged with Simple Assault before MDJ Witkonis.

Reporting person / victim reported a theft of his PA registration plate from his 2004 Jeep Cherokee. Victim was driving his vehicle when he was signaled to roll down his window by another motorist. The other motorist informed the victim he did not have a registration plate on his vehicle. Victim continued home and found all four bolts were missing from his license plate frame along with his license plate. The vehicle had been parked at the listed location during the listed dates and times.

OCCURRED AT 08/22/2019 AT 0116 HRS
While on patrol, an Officer observed a driver turn abruptly into the Gas Mart along Columbia Ave, pass thru the parking lot and making a left onto Columbia Ave. The Officer continued to follow the driver along several city streets until the driver pulled off to the side of Columbia Ave and attempted to exit the vehicle. The Officer turned on his overhead emergency lights and instructed the driver to stay in the car. While the driver was collecting his driving documents, the Officer noticed what looked like marijuana flakes on the driver’s side floor board. Driver provided valid documents and Officer called for back up to assist in searching the vehicle. Based on the evidence found in the vehicle, Nathan Lee Garden, 34, W/M/N was charged with Possession Small Amount of Marijuana and Possession of Drug Paraphernalia before MDJ Witkonis.

Officers responded to the listed location on 08/22/2019 for a report of theft. Victim reported someone stole her white, LG Loudr Boom box Bluetooth speaker within the last three days. Victim last seen the speaker in her kitchen. Victim told the police she suspects several people who have been camping out in the abandoned vehicle to the rear of her property may be responsible for the theft.

Gregorio Silvente, 34, Homeless did conceal four bottles of beer while in the listed location on the above listed date and time. Silvente was found to be under the influence of an alcoholic beverage. Silvente was arrested and charged cited with Retail Theft and Public Drunkenness.

On the above listed date and time three juvenile females, 17 years of age, were observed at the listed location selecting merchandise from several departments and exiting the location without paying for said items. The juvenile were detained and charged with retail theft.

OCCURRED BETWEEN 08/24/2019 1940 HRS AND 08/25/2019 1145 HRS
Reporting person/victim stated that she had parked her vehicle along the east side curb on 24 Aug 19 at approx. 1940 hours and went into her residence. At approx. 1145 hours, she exited her residence and walked to her vehicle. While placing her children into the vehicle she observed that there was a bullet hole located on the passenger side of the front windshield. Victim stated she did not hear any shots fired overnight.

Officer observed a hand to hand drug transaction at the listed location on the listed date and time. A white, female, Hispanic was observed receiving an item from a male suspect which appeared to be light blue, wax paper bags from a white, male, Hispanic. The female walked past the Officer’s location with the item in her hand and out of the Officer’s view. Officer radioed for backup and the female was stopped by two other Officers and admitted to possessing a hypodermic needle. She was identified as Lydia Ramos-Santiago, 30, placed under arrest and taken to Lancaster City Police Department. Ramos- Santiago was charged with one count of drug paraphernalia before MDJ Richardson.
