VCS POSSESSION HEROIN

200 BLK N CHERRY ST

OCCURRED 10/03/2016 1131 HRS

Patrick Tyrone Iacocno, 54 of the 700 block Hager Alley, Lancaster PA was found by officers under the influence of a controlled substance.  Iacocno was also found to be in possession of 3 clear plastic corner tied baggies containing Heroin.  Iacocno was arrested and charged with Possession or Control of a Controlled Substance.

OCCURRED 10/3/2016 BETWEEN 1500 HRS AND 1543 HOURS

Reporting person / victim stated that an unknown subject(s) stole a package from the front porch of listed location between listed date and times. A picture print of a mountain was removed from it packaging and the packaging left in the street.

1135 PARK CITY CENTER

OCCURRED 10/03/2016 1610 HRS

Jameel Nasir Wyatt, 19, of the 5900 block Beechwood Street, Philadelphia PA and Khalil Beyah Morrison, 19, of the1200 block East Stafford Street, Philadelphia PA were arrested charged with Retail Theft after they entered a fitting room, concealed clothing on their persons, and left the Kohl's Department store after failing to pay for the merchandise.

RETAIL THEFT / J C PENNEYS DEPT STORE

400 PARK CITY CENTER

OCCURRED 10/3/2016 1742 HRS

Ashley Leanne Goodson, 30, 1600 block North Street, Harrisburg PA was observed stealing perfumes and concealing and exited the location without paying for said items.  Goodson was stopped by store security in her vehicle.   Goodson had in her possession 2 instruments of crime, namely, 1 pair of scissors silver in color and 1 HUSKY screwdriver with a wedged tip, with intent to employ them criminally.  Goodson was arrested and charged with Retail Theft and Possession of Instruments of Crime.

OCCURRED 10/03/2016 BETWEEN 1000 HRS AND 2020 HRS

Reporting person / victim stated sometime on the above listed date and times an unknown suspect(2) gained entry to her residence and stole her laptop, cash, a 40” flat screen TV, a Xbox One and a Playstation 4.

The victim a 22 year old male was with a B/M suspect known only by his first name.  Victim stated that the suspect asked to borrow the victim’s phone to call his sister for a ride home telling him to wait in front of the location for the ride.  The suspect left the area but never returned the phone.

Reporting person / victim stated that between the above listed dates and times unknown suspect(s) stole her bicycle from a bike rack which she a secured it to with a lock.

575 N FRANKLIN ST / MCDONALDS RESTAURANT

OCCURRED 10/5/2016 0828 HRS

The victim / a 34 year old female left her wallet on a table with her son while she went to the counter.  When she returned the wallet was gone. A Hispanic male (black in color afro, tan in color pants, black in color hoodie) was seen walking out of the restaurant and back in then proceeding to picking the wallet off of the table and walking out of the restaurant with it.

Reporting person / victim stated that sometime over the night hours unknown suspect stole the registration plate, PA/GNN0276, from his vehicle.

Reporting person / victim stated that an unknown suspect(s) stole the registration plate, PA/HJH1107, from his vehicle which was parked in the location.

OCCURRED 10/04/2016 BETWEEN 1400 HRS AND 2200 HRS

Reporting victim stated that sometime between the above listed date and times an unknown suspect(s) gained entry to his vehicle  which was parked at the NNBC private parking area.  Once inside the vehicle the suspect stole the victim’s wallet from the center console.  The wallet contained victim’s driver’s license, “green card”, social security card,  several debit cards and US currency.

Reporting person / victim stated that she parked her vehicle at the listed location while she went to play bingo.  Upon returning to her vehicle she noticed an unknown suspect haad removed the front left tire from her vehicle.

PUBLIC DRUNKENESS

W. LEMON ST. & N. WATER ST.

OCCURRED 10/5/2016 1957 HRS.

Officers from Platoon A responded to a complaint of public drunkeness. An Ambassador from Lancaster City Alliance had observed a male that had been stumbling on the sidewalk to the point where the male fell onto a parked car. What set this incident apart from similar incidents is that the male was accompanied by his 5 year old son. When Officers arrived, they found that the Ambassdor had engaged the male in conversation so that he remained in one place. The Officers made contact with the male, identified as Kelvin Rivera-Altruz W-H/M/29 200 blk. N. Queen St. Lancaster, PA. Officers made contact with child's mother and turned him over to her custody. Rivera-Altruz was arrested for an outstanding Bench Warrant through Lancaster County Sheriff's Office. He was turned over to them at LCP. The Lancaster County DA's Office was consulted for possible charges of Endangering the Welfare of Children. Additional charges were not supported, absent any further information.

THEFT FROM VEHICLE(S)

500 BLK. W. JAMES ST.

OCCURRED 10/5/2016 1934 HRS.

Officers from Platoon A received a call of juveniles breaking into a vehicle on the 500 blk. W. James St. Off. J. Hatfield responded to the area and loacted (3) potential suspects on the 600 blk. College Ave. The juvenile suspects were positively identified by witnesses. At least (2) vehicles had been entered by the juveniles. The juveniles were taken into custody and transported to the station. All (3) juveniles are residents of Lancaster City. All (3) will have allegations for Theft from Motor Vehicle and Criminal Conspiracy (Theft from Motor Vehicle) filed before Lancaster County Juvenile Probation. All (3) juveniles were released to the custody of a parent or guardian.

PUBLIC DRUNKENESS & DISORDERLY CONDUCT

39 W. CHESTNUT ST. LANCASTER CITY BUREAU OF POLICE STATION

OCCURRED 10/5/2016 2042 HRS.

While posted at the front desk of the station. Sgt. Ziegler saw Donte Boynes enter the lobby through the front door. Boynes, B/M/29 100 blk. N. Marshall St. Lancaster, PA, pounded on the safety glass around the desk and yelled that clowns were trying to stab him. Boynes acted in an erratic manner and appeared to be under the influence of a narcotic. Noticing the obvious absence of pursuing clowns, Sgt. Ziegler went into the lobby and was able to take Boynes into custody for disordely conduct and public drunkeness. It was determined that Boynes had smoked K2/syntehtic cannabinoid and that was the suspected cause for his behavior. He was held until sober and issued his citations.
