Louis Antonio Rowe, 57, of 300 block S. Queen St Lancaster PA was arrested and charged with Possession of Paraphernalia.

900 BLK S DUKE ST

10/12/2016 1300 HRS

Reporting person stated that on the above date and approximate time he set his two plastic shopping bags containing clothing, a bible and miscellaneous items on the ground and stepped away.  When he looked back, three male juveniles, possibly black or Hispanic were running down the street with his bags.

Reporting person / victim stated that on the above listed date and time he discovered that $100 cash in 2 fifty dollar bills was missing from apartment.  The victim believed that a female who had visited him earlier on that date took the cash.

Reporting person / 19 year old female reported that Scott Danie Summersgill, 25, of the 1st block of Corry Avenue, Lancaster, PA had been stalking her.  Summersgill  was arrested and charged with Stalking.

OCCURRED BETWEEN 10/06/2016 0900 HRS AND 10/14/2016 1625 HRS

Sometime between the above listed dates and times an unknown suspect(s) stole victim’s license plate from her vehicle which was parked at the listed location.

930 S DUKE ST / FAMILY DOLLAR

OCCURRED 10/14/2016 1400 HRS            

Reporting person stated that an unknown black male, approximately 6'2", average build, short hair, had a gray in color long sleeve thermal, dark in color pants, black/white in color sneakers entered the location and selected merchandise placing it in a duffle bag and exiting the location.  The suspect then fled North on Duke Street to Susquehanna Street.

600 PARK CITY CENTER / BON TON DEPARTMENT STORE

OCCURRED 10/15/2016 1751 HRS

Jose Ramon Diaz-Melendez, 32, of the 400 block Strawberry Street, Lancaster PA was arrested and charged with Retail Theft when he was observed selecting three pairs of earrings.  Diaz then exited the location without paying for the items.

OCCURRED 10/15/2016 BETWEEN 1730 HRS AND 2130 HRS

Reporting person stated that sometime on the above date and times an unknown suspect(s) stole a wreath from his front door.  The wreath was described as a “corn tassel wreath”.

Sometime between the above listed dates and times an unknown suspect(s) stole a handicapped placard from inside victim’s unlocked vehicle.

1135 PARK CITY CENTER / KOHLS DEPARTMENT STORE

OCCURRED 10/15/2016 1647 HRS

Reporting person stated that a 15 year old, white female was observed taking cosmetic items off the shelves and placing them into her purse.   The juvenile then attempted to exit the store without paying for the items.  The juvenile was then arrested and charged with Retail Theft and released to her parent.

1135  PARK CITY CENTER / KOHLS DEPARTENT STORE

OCCURRED 10/15/2016 1840 HRS

Jose Ramon Diaz-Melendez, 32, of the 400 block East Strawberry Street, Lancaster PA  was observed selecting two fragrance gift sets valued at $160.00  and concealed them inside a plastic bag.  Diaz-Melendez then exited the location passing all final sale service counters without paying for the merchandise.  Diaz-Melendez was arrested and charged with Retail Theft M1.

S PRINCE ST

OCCURRED BETWEEN 10/12/2016 AND 10/15/2016 0220 HRS

Sometime between the above dates and times an unknown suspect(s) stole a 2001 green, Oldsmobile Intrigue sedan from where the owner had parked it on South Prince Street.  The vehicle was involved in an accident and fled the scene.  The suspect was described as a heavy set black male with a shaved head.

ASSAULT

26 EAST KING ST / ALTANA ROOFTOP LOUNGE

OCCURRED 10/16/2016 BETWEEN 0115 HRS AND 0129 HRS

Reporting person / victim stated that she was on the dance floor at the listed location when she noticed a Black male, approximately 30-32 years of age, with a white female.  The victim stated that the female appeared as though  she did not want to be with the male.   The victim told the male to leave the female alone several times after which the suspect punched the victim in the face causing her injury.  The male was describe as tall, thin, wearing a black shirt and black pants, with long dreadlocks that went down his back and were tied in a loose knot.

RUBY ST

OCCURRED 10/17/2016 0349 HRS

Reporting person / victim stated that while walking on Ruby Street toward Manor Street he was approached by two Black males.  The males demanded money  and when the victim told them he had none they punched the victim causing him to fall to the ground.  Once on the ground they began to kick the victim in the head and stomach.  The suspects then fled in an unknown direction.  The victim described one of the suspects as a black male, average build, wearing a black t-shirt, and blue jeans and the other subject as a short black male wearing a red shirt.

Reporting person / victim stated that on the above date and between the listed times he was asleep in his unlocked room and that when he awoke his cash was missing.
