On April 11, 2026, around 8:10 pm, the Lancaster City Bureau of Police responded to a report of a disturbance in progress in and around the Park City Mall area. Upon arrival, our officers encountered an active carnival event with large crowds, a significant number of unaccompanied juveniles, and escalating disorderly behavior. The conditions in and around the event quickly became a public safety concern.
The initial response efforts included the Lancaster City Police and the Manheim Township Police Department. Due to the size of the crowd and the level of activity, additional assistance was requested. We thank the Pennsylvania State Police, East Hempfield Township Police Department, Lancaster Township Police Department, and Millersville Borough Police Department for their support in helping to restore order and ensure public safety.
We are aware of widespread discussion on social media and in the media regarding this incident, and we want to clarify several key points. At no time did Lancaster City police officers observe anyone in possession of a firearm, hear gunshots, or locate any evidence to substantiate those claims. If someone has information that can corroborate those claims, please call Lancaster County Dispatch at 717-664-1180 or leave an anonymous tip through our Crimewatch page.
As a result of this incident, two juveniles, both 13 years old, were taken into custody by Lancaster City Police and were released back to their parents/guardians.
It is important to note that the Lancaster City Bureau of Police was not included in the initial planning of this event. This highlights the importance of involving law enforcement early when organizing large-scale gatherings. Proactive coordination allows for appropriate safety measures to be put in place, ensures adequate staffing, and helps prevent situations like this from happening. This was a very staff-intensive response, and one we must avoid in the future through better planning and communicating with one another.
The Lancaster City Bureau of Police and Fire are currently in contact with Park City Center management regarding the carnival, which is scheduled to reopen on Wednesday, April 15. Additional safety measures are being implemented, including a fenced perimeter around the event. Moving forward, any minors attending without a parent or responsible adult age 25 or older will be asked to leave.
